Public–Private Partnerships in Education. Lessons Learned from the Punjab Education Foundation

The report aims to examine the role played by Punjab Education Foundation (PEF) in establishing Public Private Partnerships (PPP) within the province of Punjab, Pakistan and the ability of the organization to make education more accessible in rural and under privileged areas. An overview of the structure of PEF and the design and implementation of various programs reveal that PEF and its flagship Foundation Assisted Schools Program (FAS) has grown tremendously since inception and accessibility and quality of education has been enhanced through PPPs. Document analysis indicates that dropout rate in FAS partner schools is zero. Furthermore, other programs such as Continuous Professional Development Program (CPDP) and Teaching in Clusters by Subject Specialists (TCSS) have allowed teachers to hone their professional skills and get training in regards to effective teaching methods. Lastly, Education Voucher Scheme (EVS) by PEF has been responsible for allowing children from underprivileged areas to access education while also providing stakeholders better bargaining position within the education sector.  

The report highlights that despite many successes important lessons are learned from PEF experience including the need to ensure a transparent and highly accountable mechanism throughout PEF’s structure. The researchers believe that PEF programs can easily be replicated across the nation although donor aid and other sources of finance will be required. Capacity building will play a critical role in successful implementation of the program and this will require PEF to invest further resources within various programs in order to ensure success.
