Federal and Provincial Roles and Responsibilities in Education

Abstract

Amendments made within the educational framework and changes in perspective role of key stakeholders as a result.

The paper aims to present the Eighteenth Constitutional Amendment within the educational framework of Pakistan and identify the perspective role of key stakeholders while also highlighting challenges and providing recommendations. The study recognizes that the most significant change introduced in the educational policy is the devolution plan that allows provinces to exercise higher degree of authority within the decision making process. However, the role of federal government is not undermined and the amendment highlights that federal government must play the role of a coordinator while also providing equal opportunities for the citizens. The educational sector currently faces challenges in terms of access, equity and quality; this requires a national response and in this context National Educational Policy 2009 will serve as the core document for drafting the future educational strategies. Shortcomings present in the existing framework must be analyzed to highlight areas of improvement and financial projections must be made in order to set budgets and identify sources of finance. Higher education should be provided special attention and provincial education secretariats must be strengthened so that they can perform their newly established duties. The report concludes that federal government must continue to play an encouraging and substantiating role in implementation of the changes within the educational framework.
