Education Data and Budget Analysis: Case Study of District Lahore

Abstract

An analysis of Lahore education budget FY 2007-2011 reveals major problems in budgetary priorities that impede progress in the sector.

The purpose of this study is to analyze the education budget of Lahore from 2007-2011 and highlight the major trends present within the analysis. Data from district educational books (statistical and budgetary) allows an in-depth financial and situational analysis of the trends. The analysis reveals that although allocation of budget is progressive, there is underutilization of resources indicating a capacity deficit in the district of Lahore. Development of education sector has by far been neglected by authorities and salary and non-salary budget continues to be under allocated. Statistical interpretation of data reveals that there are significantly low levels of enrollment within higher education and boys face lack of accessibility to education as opposed to girls. The data also reveals that schools across the region lack basic physical infrastructure and amenities which indicates that despite progressive nature of education budget, inefficient utilization of resources hinders progress within the sector. School council grants to elementary school continue to be over utilized and despite this no grants have been allocated in the FY 2010-2011. School grants to junior model school are allocated at a uniform rate without considering the needs of individual schools. Overall analysis reveals that there are inherent limitations in the budgetary setting and implementation process which creates barriers for progress in the education sector.
