An Evaluation of the UNESCO Project titled Capacity Building of District Education Officers in Educational Planning Implementation and Community Participation
Abstract
An assessment of the ability of the UNESCO project to enhance capacity building of targeted educational officers while drafting recommendations in light of data analysis and participants observations.
The purpose of this study is to analyze the success rate of the UNESCO project “Capacity Building of District Education Officers in Educational Planning Implementation and Community Participation†implemented within Pakistan. It evaluates the ability of the project to meet its desired objectives in terms of enhancing accessibility and quality of education along with enabling trainees to meet new challenges. A questionnaire was conducted in the province of Punjab, Sindh and N.W.F.P specifically targeted at those that are directly involved in policy designing, implementing and monitoring process whereas a survey of trainees and master trainees was conducted across Pakistan. Results from primary sources of data and document analysis reveal that adequate equipment was provided during the training session whereby master trainers were found to be effectively trained in imparting the desired knowledge. The teaching techniques and study material for training was found to be highly appropriate and any problems faced by the trainees were addressed by the stakeholders.
The study provides several recommendations for improvement including the need to implement activity oriented methodology and extending the training period while also enhancing the quality of training module. The researchers conclude that the UNESCO project has been a success in building capacity and therefore must be implemented across Pakistan in order to enhance skills and knowledge of educational officers at a national level.
