National Education Policy 2009
Abstract
Defining the education strategy of Pakistan that will allow the country to enhance the quality of education and raise the skills and knowledge of its citizens.
The purpose of this document is to outline the National Education Policy 2009 and lay out the strategies that will aid in the development of education sector within Pakistan. The document conducts an exhaustive research on the education sector within Pakistan by drawing on secondary sources including National Census, National Education Policy and The World Bank. The paper conducts a gap analysis within the present system of education and highlights that the commitment gap and implementation gap are two major challenges faced by the social sector. In order to overcome the challenges, the paper proposes several courses of action including diverting resources towards education, prioritizing goals and objectives and brining about a change within the system values while also ensuring good governance at all tiers of education. Islamic education is recognized as an important element of course outline within schools and the policy aims to incorporate Islamic teachings within school curriculum while also developing Madrassahs that impart Islamic knowledge.
The policy outlines the implementation framework and recognizes the significance of federating units in enhancing the quality of education while also emphasizing that the success of the policy largely depends on commitment by the masses. The policy provides implicit guidelines for raising the quality of education and instilling the necessary skills and knowledge within the human resource. Courses of action outlined in the document include training teachers, improving physical infrastructure, reducing the teacher to student ratio, removing gender disparity, narrowing the quality gap between urban and rural areas and building partnerships with major stakeholders.
