Pakistan Economic Survey on Education
Abstract
A review of the present policy implemented within the education sector and the progress in enrollment and literacy rates till date.
This chapter aims to present the National Education Policy (2009) currently being implemented in the education sector of Pakistan while also conducting a gap analysis of the constraints present in light of current primary school enrollment and literacy rates. Drawing data from Pakistan Social and Living Standards Measurement Survey (2010-11) and other literature, the statistical analysis reveals that past five years have experienced a progress in literacy and primary enrollment rate although they are lower than rates within surrounding regions. Evaluation of the current policy across four provinces of Pakistan reveals that lack of resources and inadequate facilities related to training and physical infrastructure pose challenges to attainment of higher enrollment and literacy rates. Annual Status of Education Report (ASER 2011) shows that gender disparity is persistent in rural Pakistan and enrollment rates in urban areas is significantly higher than those in rural Pakistan. Private sector enrollment rates have risen in the past few years whereas Madrassah enrollment has also substantially increased. The report concludes that Pakistan’s government is committed towards enhancing the state of education and in order to achieve significant progress there needs to be reprioritization of aims and diversion of resources towards enhancing the quality of education and improving the provision of facilities.
