EMIS in Pakistan: Process, People and Structures. Examining Policy Issues in Education Data
Abstract
Recognizing problems that are persistent in EMIS and highlighting recommendations that address the key issues.
The report is based on an analysis of Education Management Information Systems (EMIS) that is entrusted with the task of generating educational sector data at provincial level and compiling it to produce national reports. The report highlights the EMIS processes and the key stakeholders involved in its operations while also providing insight into the organization structure of the system. The analysis reveals that EMIS currently faces several obstacles in efficient functioning within its three tier system whereby the district level faces challenges in terms of paucity of data, low capacity levels and informal processes and mechanism while provincial level EMIS faces challenges including delays within data, lack of proper control and mismanagement within the system. The report highlights that EMIS at federal level faces severe obstacles arising from lack of technology and strong leadership, bureaucracy and lack of formal power. The report provides several recommendations that are aimed at addressing the core problems faced by EMIS and largely include up gradation of technology that would allow the system to be more efficient in processing data, analyzing results and generating reports. The study reveals that EMIS is in dire need of more resources, both financial and human that would allow the system to enhance its capacity and meet the data demands of the education sector of the country.
