Provincial Early Childhood Education (ECE) Plan 2011-2015
Abstract
Designing
action plans that aid in the achievement of Early Childhood Education
(ECE) in the province of Baluchistan by 2015.
Early
Childhood Education (ECE) plan is drafted by the Pakistan government
in response to the Dakar World
Education Forum request to design action plans that allow achievement
of goals established in the Education for All conference. The basic
purpose of this plan is to draft policies that will expand the
learning opportunities present to children and to enhance the quality
of education within the province of Baluchistan. The ECE provision
plan is based on multiple strategies that are designed to achieve the
stated goal within a minimum period of five years. The plan
highlights how successful implementation and monitoring of policies
at various stages can allow the country to achieve long term targets
and strengthen the state of education. The action plan initially
focuses on introducing ECE classes across the province at various
schools that are currently engaged in providing education to children
from the age 5-6. The plan further highlights that by training
teachers as per ECE methods the existing schools can be converted to
ECE schools without any additional cost. The strategies include
opening of 10000 new primary schools across the province while also
providing physical infrastructure to the necessary schools. The plan
recognizes the financial constraints of such a strategy and therefore
recommends aid from donors that can help the government in achieving
the ECE objective by 2015.
