Education Policy Analysis Report of Khyber Pakhtunkhwa
Abstract
Education Policy Analysis of Khyber Pakhtunkhwa in order to identify progress made till date while also providing recommendations for improvement.
The purpose of Education Policy Analysis is to highlight the progress made by Khyber Pakhtunkhwa (KP) in achievement of Education for All objective and Millennium Development Goals (MDGs) by reviewing various sectors of education including pre-primary to tertiary and vocation to informal education sectors. Document analysis reveals that Early Childhood Education (ECE) and special education are two sectors that remain highly neglected in terms of budget allocation and lack of teaching resources. Elementary Education Foundation (EEF) and Frontier Education Foundation (FEF) have been established to promote Public Private Partnerships (PPPs) and private sector participation. Statistical data indicates the existence of gender and regional disparity in primary education whereas gender disparity index is significantly high in public schools as opposed to private schools. Technical and vocational education sector faces lack of resources and training along with insufficient capacity. The low levels of enrollment and literacy rate are attributable to lack of accessibility and low quality of education within the sector which primarily arise due to insufficient action from relevant authorities. The policy analysis puts forth several recommendations including the need to introduce and regularize ECE for children aged 3 to 5 years.
Furthermore, primary and secondary schools for girls must be opened in far flung areas in order to enhance accessibility and reduce gender disparity. Increase in education budget allocation, focus on teacher training and professional development and an effective mechanism for monitoring quality can allow KP to achieve its educational objectives. The paper concludes that special effort must be expended in neglected sector by investing further resources and expanding them in areas that are disadvantaged.
